We are a coalition of retired DC military, teachers, firefighters, police officers, DC civil servants, federal civil servants and others who have come together to demand passage of a long-pending bill that would eliminate taxes on up to $20,000 of pension income.
The fight for income tax relief for 40,000 senior citizens in the District is in its seventh year. A proposed law, first introduced in 2017 by D.C. Councilmember Vince Gray (Ward 7), allows all seniors who receive pensions from the District government, the federal government, or the U.S. armed forces to exclude up to $20,000 from D.C. income tax. The bill has been introduced in three separate Council sessions, each time with more than half the Council signing on as co-sponsors.
The bill will affect half the District’s 83,600 seniors. Nevertheless, according to the Chief Financial Officer, it continues to languish despite its broad impact and relatively negligible impact on District revenues – $15 million over three years. Maryland has a $34,300 exclusion for most forms of pension income.
We are calling on Councilmember Kenyan R. McDuffie to support Bill 25-0184, which seeks to eliminate taxes on up to $20,000 of pension income for retired D.C. civil servants. This crucial legislation would provide essential financial relief to those who have dedicated their careers to serving our community.

John Zottoli is a retired U.S. Government employee; now legislative co-chair for the D.C. Federation of NARFE (National Active and Retired Federal Employees)—stakeholder on the Coalition to Restore DC Pension Benefit Steering Committee.
Dr. Goziam T. Attoh is a retired District of Columbia Public Schools Science Teacher. He is the Chairperson of the Legislative Committee, Washington Teachers' Union Retirees' Chapter (WTU RC).
John Wheeler served in the U.S. Army for three years, U.S. Environmental Protection Agency, and Senior Attorney for 23 years and has been retired since 2004. He is also a part of NARFE: Treasurer of the D.C. Federation & Chapters 1 (Washington, DC) & 1795 (Rock Creek West).
Marsha K. Pender, LPC, is a retired DCPS School Counselor - 42 years Member of the Washington Teachers Union and now Retirees Chapter. She is also a Stakeholder with the Coalition to Restore DC Pension Benefit.
Clay William Goldston is a retired Deputy Chief who served 26 and a half years with the D.C. Metropolitan Police Department. He received a Bachelor of Science in Administration of Justice from American University. At present, Clay is a Stakeholder in the coalition.
